Joann Blackmon

Ms. Blackmon is serving her 2nd term as a member of the Texas Silver-Haired Legislature. As a member of TSHL, she currently serves as chair of the Operations Committee and a member of the Retirement and Aging committee.

Joann is also a District Representative for the South Plains Area Agency on Aging.

Joann’s education includes a Bachelor of Occupational Education and a Master’s Degree in Business Administration with an emphasis in Management.  Her employment has included industries in data management, medical, banking, manufacturing, and higher education.  She was employed at Texas Tech University as a Business Manager and an adjunct instructor.  Most recently, she has worked with Texas Tech Health Sciences Center in the Garrison Institute on Aging.  She continues to work part time in this area with an emphasis in community engagement and education.

Joann serves on local community boards including Lubbock Meals on Wheels and the Lubbock Avalanche Journal Community Board.  She is an active volunteer in the Lubbock community.

Joann was raised on a farm and can drive most tractors, and manual transmission vehicles and farm equipment.  She has participated in competitive sports including basketball, volleyball, soccer, flag football and pickleball.  She has a son and daughter and five grand girls.
